Hi! I'm moving files to Commons and I have noticed that some files like Tập tin:Giam muc Huynh Van Hai Khai mac Nam Thanh 2.png are used with a permission. I wonder if it is possible to move the files to Commons.

I do not speak Vietnamese but I can see that you and Thành viên:DHN and minhhuy have talked about OTRS before.

If the files are not ready for Commons now perhaps you or someone else have contact with them?

We (we means someone else than me) could ask them if they could change the license on Flickr. Or perhaps we have or could ask them if they would give a general permission for all files on https://www.flickr.com/people/86378424@N05/?
